The upstream service outage is still open, however, the services used by the signup process are fully recovered at this point, so we are closing off the outage.

The upstream service appears to be recovering, and we've begun to recover any signups that have failed due to the upstream outage.

Identified

One of our vendors is currently experiencing an outage which is affecting our signup service. Existing customers are not impacted.
